Make ~/ available in config.toml memodir

Thanks for making this extension.

I set memodir in config.toml to a value like ~/memo.
This is valid for memo (Memo Life For You).
However, it was not available in the extension.

Therefore, I would like to make it possible to specify memodir in the form of ~/memo in this extension as well.
