chore: (PSKD-1403) Dependency Version Bumps

Bumping several versions to address security vulnerabilities. Docker image users will need to build the image using the latest changes to get the new versions. Consumers who use local tooling will need to update the versions themselves.

Tool updates:

• kubectl: 1.30.5 -> 1.30.10
• terraform: 1.9.6 -> 1.10.5
• azure cli: 2.64.0 -> 2.70.0
  • Note: This update changes the azure cli base image to Azure Linux 3.0. The Dockerfile has been updated to account for the change.

Module Updates:

• hashicorp/azurerm: 4.3.0 -> 4.21.1
  • There are a few breaking changes, but none of them impact the project.

  • Major version bump, but there are no breaking changes that impact the project.
