chore: apply php-cs-fixer 3.64 changes

https://github.com/PHP-CS-Fixer/PHP-CS-Fixer/releases/tag/v3.64.0 adds to the code-style config of "Symfony"

There are now checks for stuff like "single space after" PHP-CS-Fixer/PHP-CS-Fixer#8171
and trailing_comma_in_multiline PHP-CS-Fixer/PHP-CS-Fixer#8161

These changes are all fine for PHP 7.4 and up.

This is needed to get CI passing with the new php-cs-fixer 3.64.
