Use osmium to report more accurate time of the data from pbf metadata #390

Implements some of #388, WIP. Running make passes all tests including fixes bug introduced in #389.

Available for testing using :dev image.

docker pull rustprooflabs/pgosm-flex:dev

I haven't tested anything with replication yet. It should update the osm_date column to timestamptz, and non-specific times should default to 00:00:00.
