Document that Ordering::Relaxed is Monotonic #29132

I wasn't sure whether Ordering::Relaxed meant Monotonic or Unordered, so I checked the compiler sources and found

"relaxed" => llvm::Monotonic,
which appears conclusive. Adding this answer to the documentation.
