I'm going to merge, but there is more complexity here that I do not think is captured. #565 goes into the details some. I think it generally boils down to "what is an attribute macro". Currently we strictly define that as a proc-macro, but attributes like test sort of fall into that category. However their implementation is a little different (being a different kind of syntax extension). AFAIK, there is no documentation to be able to identify which is which. I think the short list currently is bench, derive, global_allocator, test. Somehow it would be nice to be able to identify those.

(for reference) @ehuss this is the list of legacy syntax extensions, ones that expand to pieces of AST instead of tokens. Some of these are unstable of course, and global allocator may not be among these in the future.
