We have a lot more traffic on the download endpoint than on all other endpoints combined, so this PR adjusts the trace sample rate for this specific endpoint.
Note that this PR currently does not work because we can't actually access any of the fields on the
TransactionContextyet (see getsentry/sentry-rust#510 (comment)).
