First public release of CL Municipal.

This release includes 441 glyphs, support for most European languages. It includes most of W1G glyphs with the major excepction of cyrillic, greek and math symbols. Kerning is ready, substitution table for the rounded f glyph is ready, alternate a and g are ready but don't accompany accented glyphs.

Still lacking small capitals and alternate numerals like text numerals etc.
