update chart and Containerfile for ssmsend

Use newer version of ssmsend that is supported and available on EL9, and update ssmsend container build file for EL9.

Based on https://github.com/rptaylor/kuantifier/blob/master/chart/templates/cronjob.yaml#L75, https://github.com/rptaylor/kuantifier/blob/master/chart/templates/cronjob.yaml#L122 this implies newer processor and gratia image tags will need to be published, even though nothing has changed there.

For ssmsend the image version is the appVersion: https://github.com/rptaylor/kuantifier/blob/master/chart/templates/cronjob.yaml#L136

Maybe we should split out the image versions differently. Thoughts?

Probably we should put the default tags for all 3 images in the image_tag values: https://github.com/rptaylor/kuantifier/blob/master/chart/values.yaml
