Added a new yarprobotinterface xml configuration file for R1SN001 with the PSC boards commented out since they do not seem to work properly

I caught the problem detected by the CI.
The new file CER_noPSC.xml needs to be installed and thus included in this list:
Could you please apply this change as well?

Added a new yarprobotinterface xml configuration file for R1SN001 with the PSC boards commented out since they do not seem to work properly.
This new file replaces the original one in the
yarprobotinterface.inifile
