Implement PLS nested clipping!

Work this logic into the main Uber shader in a way that silos into a branch that has minimal impact when nested clipping isn't being actively used.

Also write a python script to generate all valid combinations of shader features for the offline Metal compiler, instead of spelling them out manually.
