This commit fixes a bug introduced by requiring `use_file_output` to be a keyword parameter.

This PR introduces a new beta branch which will default to providing FileOutputs for all calls to
replicate.run()as well as defaulting to using the blocking API.The intention is to publish
1.0.0b1to PyPi using thebetabranch that will mirrormain.
