Only support TS test projects

Reverts most of the changes in #8273. When only supporting TS test project generation a lot of the complexity isn't needed anymore.

So the main points of interest here are now:

• Always pass --typescript to CRWA (never --typescript false)
• Keep updated path to templates/ts/package.json from Fix --rebuildFixture #8273
