Pass doNotIndent and commentSpacesFromContent options to Prettier, upgrades Prettier dependency to 2.4.0

• YAML formatting not compliant with yamllint "spaces before comments" requirement vscode-yaml#433
• Add Config for Array Indentation Spacing vscode-yaml#172

Depends on:

• [YAML] Use do-not-indent style for Kubernetes resources prettier/prettier#10927 (requires new Prettier release)
• [YAML] Allow to set amount of spaces between comments and content prettier/prettier#10926 (requires new Prettier release)
