Add an option to opt out the global Google Analytics? #1221

This will likely not be happening. We hope to remove GA globally at some point, but we need it to understand RTD for now. |

RTD injects a <script> tag in our HTML to load the Google Analytics script. They don't provide an option to toggle analytics off, and don't intend to (see readthedocs/readthedocs.org#1221). We can still prevent the script from correctly loading by redefining document.createElement to be no-op.
