Summary

This merges release-2.8.patch1 into release-2.8 to ensure that all changes introduced in the patch1 branch are present for upcoming releases.

Closing the PR. Will opt for cherry-pick instead of a merge in order to ensure that we are not inadvertently updating content under .github/workflows
