Remove RabbitMQ OCI workflow

This workflow builds the image quite a bit differently,
which may lead to unexpected performance differences
when running tests with images built here and built in rabbitmq-server
repo. Going forward, we just need to create a branch in rabbitmq-server
if we want to test with a different Osiris version (we often do that
anyway)
