53 align properties of websmith cli and webpack loader options

This PR improves the webpack-loader options and the command-line interface (CLI) options in the project. The main changes involve renaming configuration options, updating test cases to reflect these changes, and refactoring related code to ensure consistency.

Configuration and CLI Options Updates:

• packages/api/src/AddonContext.ts: Renamed the getConfig method to getCliArgs.
• packages/compiler/src/CompilerArguments.ts: Updated the CompilerArguments interface to use addons, addonsDir, and configFile instead of buildDir, config, and project.
• packages/compiler/src/command.ts: Changed the CLI option --config to --configFile. [1] [2]

Test Case Updates:

• packages/compiler/src/command.spec.ts: Updated various test cases to use the new configuration options and method names. [1] [2] [3] [4] [5]
• packages/compiler/src/options.spec.ts: Refactored test cases to align with the updated createOptions function and new configuration option names. [1] [2] [3] [4]

Refactoring:

• packages/compiler/src/options.ts: Refactored the createOptions function to use the new configuration option names and removed the DEFAULTS constant.
• packages/core/src/compiler/Compiler.e2e.spec.ts: Updated end-to-end tests to use the new tsConfig option.
• packages/core/src/compiler/Compiler.spec.ts: Refactored various test cases to use the new configuration option names and updated expected values accordingly. [1] [2] [3] [4] [5] [6] [7] [8]

Editor Configuration:

• .vscode/settings.json: Updated the ESLint configuration setting to use eslint.useFlatConfig instead of eslint.experimental.useFlatConfig.
