Restore removed js-auto-submit to re-enable option controls
- 'push' is enough for most purposes. Only run on pull request if targeting master, in case of cross-repo requests.
- Timestamps are stored without time zone info, and will be treated like UTC when retrieving them, so we should store the UTC time.
- To generate an SQLAlchemy filter properly, we need to use '== None' rather than 'is None'
