- Adjust Docker container to handle running commands as non-root
- Make scenario test expectation handle Bootstrap title attribute.

- Update scenario test assertions to handle CKAN 2.11 markup changes - Speed up test init by running database setup alongside container start
- CKAN 2.11 needs Solr 9, older versions need Solr 8
