Fix mypyc failing to compile on CPython 3.10.0a6 #10202

Description

_PyObject_HasAttrId() has been removed in python/cpython#22629

Test Plan

Multiple test which failed on 3.10.0a6 are now working again.
All tests still work on python 3.9. mypyc-extra was also tested.

Cool!

We could potentionally already use _PyObject_LookupAttrId starting with
python 3.7 instead of 3.10. I'm not sure if we should switch as soon or
as late as possible.

Alternatively we could also try backporting _PyObject_LookupAttrId to
<3.7.

I just rebased this to take advantage of the CI run against python nightly.

Impact on python nightly:
Failing tests reduced from 262 to a much more manageable 18
