This applies several ruff check rules like isort, pyupgrade, pyflakes, pycodestyle. It also rewrites a few
os.systemcalls usingsubprocess.runwith pathlib.A pre-commit configuration is also added, hopefully for convenience. A pre-commit.ci job is added here too.
