These are the changes required to update beaker-pe to its first major version. These changes are done to use the beaker 3.0 DSL library inclusion mechanism, pulling the current beaker-pe requirement out of beaker itself

Since beaker-pe 1.0 will be using the new inclusion mechanism of including itself in beaker's DSL, it shouldn't allow itself to be used with beaker < 3.0.
