What this PR does / why we need it:
This adds a CII Best Practices badge to our README.
"The Linux Foundation (LF) Core Infrastructure Initiative (CII) Best Practices badge is a way for Free/Libre and Open Source Software (FLOSS) projects to show that they follow best practices." As a part of joining the CNCF, I filled out the best practices form, resulting in a score of 91%. Please let me know if changes should be made to the responses. I left the dynamic analysis section unanswered, as I am not sure if we cover those scenarios. Would love any thoughts.
