Make WebGL canvases clear alpha by default + add unit tests for this #3835

fixes #3816

Changes the default value for alpha buffer for WebGL rendering context to true. This allows all GL canvases to clear to whatever is below them by default, which is inline with the behavior of 2D canvases.

Also added some unit tests to ensure that this continues working in the future.
