Add back volume control to editor

Two things:

• turning off scroll to control volume in editor was partially intended, but probably not with alt held
• in light of Holding keys to change volume only changes it once, and cannot scroll to change volume in some screens #31267 the likelihood is high that doing any fixes limited to editor is just straight up incorrect

That combined with the fact there aren't any tests here means I'm just going to close it as I believe this to be going in a completely wrong direction.
