Lets start modernize the build environment :)

First step: new OS in the build container, namely Ubuntu 24.04 LTS

This will bring a new cmake and python, but will still use the old arm toolchain..

The tested ppfw was working fine. I say good to go, let's see what's happening to the pipeline ^^

@u-foka can you do a build on your fork on this branch and see if it builds correctly? (go to actions, the start the nightly build with the branch being this one. But make sure you are on your fork)
