What problem does this PR solve?
Issue Number: ref #9032
Problem Summary:
What is changed and how it works?
Provide detailed RSS metrics (since Linux 4.5), so that we can learn mmap RSS usage. This is important for Vector Search.
Note: After this PR, libprocess_metrics is always used no matter TiFlash proxy is enabled or not. But it will not produce duplicated metrics and only provide extra metrics (like RSS details) when TiFlash proxy is enabled.
