session: set EnableWindowFunction for all SessionVars (#55991)

Problem Summary:

What changed and how does it work?

Some internal sessions may not set EnableWindowFunction correctly.
As a result, the binding containing window functions might fail at <=v6.5.10 and <=v7.5.3 and <=v7.1.5
