[Don't Merge] Determine contract weights for wasmer #10266

I just want to run the contracts benchmark suite with wasmer.

Results can be viewed by inspecting the weight.rs file in this PRs diff.

The code is modified so that wasmer-sandbox is used by default because we cannot make the bot supply custom features.

End to end benchmark results for comparison: #10268

Insights:

  • Host functions are roughly double the weight on wasmer (see for example seal_caller benchmark)
  • There is a 50us static overhead (see callbenchmark).
  • Instruction weights are much lower (1/8)
