I've never understood why we had the ceiling of
< 0.15.0for terraform versions.I don't think we should be limiting the versions based on how users of the module are running. Also in this particular case, the legacy terraform orb ('v1') doesn't support terraform versions
> 0.14at all, so users running>= 0.15wouldn't be able to use the orb.
