Error exit with a small ztop=1500 or smaller

This has been occurring on flat terrains.

We are able to replicate this when the timestamp is too high (>1 second). For example, time_step_fract_num = 300 & time_step_fract_den = 100 in a smaller test case will create this error.

Here is the path on the aws machine to the simulation: /shared/benikj/flat

Error message can be found in the rsl.out.0034
