Add ShanghaiTech Campus dataset

Description

• This PR adds adapters for the ShanghaiTech Campus video anomaly detection dataset.

Known Issues

• CI will fail, because the dataset is not yet installed on the CI machine.
• There is some code duplication between the ShanghaiTechTestClipsIndexer and the UCSDpedClipsIndexer classes. I will address this in a separate PR because it will require some refactor.
