Disable lasso multiselection when OSM data is hidden

Currently, lasso-selecting nodes via shit+click+drag works even if you're zoomed out beyond the editable limit, or if you have the OSM data layer disabled. This is unexpected and makes it too easy to create enormous, rough selections. We should disable the functionality in these cases.

Lasso selection does correctly ignore disabled map feature layers.
