Bump k8s packages to 1.27.4

This PR bumps k8s packages to 1.27.4 from 1.27.2. The reason of this bump is to get kubernetes/kubernetes#118876.

It appears that this Prometheus [apigroup:image.openshift.io] when installed on the cluster should report telemetry test is failing in multiple jobs;
