User Story
I've assigned an issue to an article using the issue manager. I then go to assign a typesetter, and it tells me that there is no projected issue, so the typesetter might not know what issue to put on the galley.

Proposed Solution
Make sure that whenever a primary issue is assigned, projected issue is also set to the same value.
