From an editor: 'when I go into the system to request revisions on a paper, if I have reviewers that either declined to review or that I withdrew the invitation to review - I get a warning that their reviews have not been marked as "allow author to see". Since they are not going to review (because they declined or I uninvited them) this warning should not pop up.'

Another editor just reported this bug as well. They say:
"After making the reviews available to the authors and trying to send them a notification, we received a warning message: Potential problems detected (see the screenshot). The reviews that Janeway is asking to make available do not exist. These are from reviewers that either declined the reviewing invitation or were withdrawn. What should we do in this case?"
