Add tooltips to user action icons and maybe remove one icon

Is your feature request related to a problem? Please describe.
Next to the user name on the peer review page are two icons: envelope and gears. Their function is not clear and the second icon is relevant only to Janeway admins, it seems.

Describe the solution you'd like
Tooltips should be added when hovering the mouse arrow over them to explain. Also, it seems that the gears icon takes me to a page that requires Janeway admin rights, so the tooltip should either indicate that it is for Janeway admins only, or (even better) that icon should not be shown to people who don't have the rights to access that page.

Describe alternatives you've considered
Leave current icons unexplained and let users figure out their function only by clicking.
