I was confused by this too, and tbh I think a lot of people are confused. Is there ONE place to go to answer the question of which Python we're using for each release? I THOUGHT I saw such a spot before but was stupid and didn't bookmark/tag cloud it.

The README should always have the correct version for dependent packages/tools for any given version of edx-platform

Still waiting for the docs build here in case there are issues to resolve but if that looks good, I'll merge this.
