[sync] Cleanup of deprecated RoleBinding

This PR ensures proper cleanup of the default RoleBinding that assigned the default ServiceAccount to the anyuid SCC.

It follows the previous PR that removed ServiceAccounts like Notebook, ModelMesh, ModelController, and Dashboard from similar RoleBindings.
