Update to Cadence v0.11.2 and Go SDK v0.13.0 #197

This updates Cadence from v0.10 to v0.11.2. Cadence v0.11.0 was a breaking change. This means that some contract code (core contracts) might need to be updated.

I've targeted this PR against a feature branch, so that this won't interrupt development and upcoming sporks, but we can still continue with updating the emulator and get a CLI release out, so that developers get a change to update and test their contracts with the latest Cadence version before it lands on testnet.

+1 for getting this into master if possible. That way we can test the core contracts on the emulator and figure out which (if any) need to be updated.

Do you mean the opposite? Ideally we'd have it on feature branch first, so we can test the core contracts on the emulator and figure out which (if any) need to be updated first

@turbolent No, I was actually thinking under the model we previously talked about where flow-go master is ~2 weeks ahead of what's deployed on mainnet. It's still quite idealistic, but under that model I think it's OK to have breaking changes in master because there is ample time to adjust.

However, I'm realizing now that this change might actually break the emulator, which deploys the core contracts on startup. There will likely be errors if any of them aren't compatible with the new storage API. So maybe a feature branch is best in this case
