…wg#15) Merged in LEX-3827-Add-support-for-ROCm-GPU-Buffers (pull request ofiwg#105) * LEX-3827: Add support for ROCm GPU Buffers * I believe default RCOM path is /opt/rocm/, no additional "hip" dir. * Fix compile errors for default prod build. * Fix compile errors for ROCM build; clean up global gpu, rocm, and cuda disable logic. * Fix up define strings and remmeber to drop a lock on exit. * Silence some compiler warning by explicit defines * hipPointerGetAttributes returns hipErrorInvalidValue for non-GPU ptr, add some debug. * Need to set defines to 0 explicitly. * Fix missed ifdef and remove some debug. * Merged develop into LEX-3827-Add-support-for-ROCm-GPU-Buffers * LEX-3827 - Adding ROCM build flag Approved-by: Eric Pilmore Approved-by: Eric Pilmore

Verify and document that the output from EP getname may be used with AV insert. This allows for an application to do an all to all exchange of addresses and insert the results into an AV table.
