Initialize enabled parameter to 1 in AlarmLogHealth message #11856

Summary

Sets the enabled parameter of the AlarmLogHealth message to 1.

This specific parameter is not used by the cloud backend, so it should not have any functional difference.

Test Plan

Claim an agent to the cloud in a whitelisted space. Observe that alerts appear on the cloud as before.
