Included in this PR:

  • Specify a recommended pip-tools version in the CONTRIBUTING guide so we evolve the compiled requirements file formats more deliberately.
  • Drop Python 3.5 support.
  • Test against Python 3.8 and 3.9.
  • Bump transitive dependencies.
