Remove UpdateTime from Engine

Description

• Remove UpdateTime from Engine
• Replace with direct call to HAL_Time_CurrentTime()

Motivation and Context

• This call is now irrelevant as it's was merely updating a var
• Improvements in execution
• Working towards Rework HAL time functions to achieve compatibility with both .NET ticks and CMSIS SysTicks Home#112
