This PR ( #303 ) breaks the global_0.25_degree_NYF test case as currently configured. Will require updating.

This is mostly just changes to the tests to the jenkins testing working, but does revert to -xCORE-AVX2 on NCI and removes the optimisation reports. These can be enabled by prepending the build with REPORT=true, so I didn't bother adding a dedicated option as this is only an NCI option. I can do so if you think we need it @russfiedler

I am happy to merge it myself as it is mostly just testing changes.

I'm going to merge this as I need to get on with other PRs for which I need to use this testing.
