Is your feature request related to a problem? Please describe.
It would be convenient to have a way to reverse a head or budget file from the command line.

Describe the solution you'd like
A script could be added which uses the HeadFile.reverse() and CellBudgetFile.reverse() methods. It could be called with e.g. python -m flopy.utils.binaryfile.reverse file.hds

Additional context
This could then be packaged with pyinstaller to solve MODFLOW-ORG/modflow6#2074

Close #2382. Also remove the need for tdis in the reversal methods by inferring period length etc from data headers.
