How is this patch tested?
Verified that experiment page table view, chart view, load more, description editing work. Verified that runs page loads, artifacts render (including PNG), tags can be set. Verified experiment sidebar + experiment creation works. Verified that model registration works. Verified models page and model versions page work, including descriptions, tags, and model version comparison. Verified run comparison page (deprecated) loads and works.
