Fixes #166 for the OpenDICOM importer as well.
Tested 3 DICOM datasets, and verified that they look the same as when imported with the SimpleITK importer.
Note: I decided to keep using slice location as a fallback iff IPO is missing, even though that should never be the case for valid DICOM files.
