As a user of the ATT&CK website, I want to be able to see matrix timestamps showing when the ATT&CK content has last updated. These timestamps should take into account subtechniques.

We should revise the matrix timestamps implementation to display the modified date on the relevant STIX x-mitre-matrix object. ATT&CK will start tracking matrix-content modifications on the matrix timestamps themselves which will enable this feature to behave as it did before the revision.
